West Bank Light, offshore in Ambrose Channel/Lower New York Bay

        Richmond County, New York

The lighthouse described on the attached sheet has been determined to be excess to the needs of the United States Coast Guard, Department of Homeland Security.  Pursuant to the National Historic Lighthouse Preservation Act of 2000 (NHLPA) 16 U.S.C. 470, this property is being made available at no cost to eligible entities, defined as Federal agencies, state and local agencies, non-profit corporations, educational agencies, or community development organizations for educational, park, recreational, cultural or historic preservation purposes.

 

In the event that no applicant is approved for the conveyance of an historic light station, pursuant to Section 308 of the Act, the light shall be offered for public sale.  Historic covenants will be included in the Deed.

 

West Bank Light is located offshore on a manmade island.  No submerged lands can be conveyed under the NHLPA; however, applicants are encouraged to contact Allan Bauder of the New York State Office of General Services (contact information on attached Fact Sheet) to acquire an easement to use and occupy the underwater land.

 

Any eligible entity with an interest in acquiring the described property for a use consistent with the purposes stated above should submit a letter of interest to the General Services Administration (GSA) by July 29, 2007.

 

Letters of interest should include:

  • Name of property
  • Name of eligible entity
  • Point of contact, title, address, phone and email
  • Non-profit agencies must provide a copy of their state-certified articles of incorporation

 

Eligible entities that submit a written letter of interest will be sent an application from the United States Department of the Interior, National Park Service (NPS) and given an opportunity to inspect the property.  Building inspectors and/or contractors may accompany the applicant on the inspection.  The completed applications are due within 90 (ninety) days from the date of the site inspection. 

 

The Department of the Interior will review the applications and may recommend a steward to receive the property.  GSA will complete the conveyance to the selected steward by Quitclaim Deed.
