The light station described on the attached sheet has been determined to be excess to the needs of the United States Coast Guard, Department of Homeland Security. Pursuant to the National Historic Lighthouse Preservation Act of 2000 (NHLPA) 16 U.S.C. 470, this property is being made available at no cost to eligible entities defined as Federal agencies, state and local agencies, non-profit corporations, educational agencies, or community development organizations for educational, park, recreational, cultural or historic preservation purposes.
In the event that no applicant is approved for the conveyance of an historic light station and pursuant to Section 308 of the Act, the property shall be offered for public sale. Historic covenants will be included in the Deed.
Old Orchard Shoal Light Station is situated offshore on a manmade island on submerged lands; however, no submerged lands may be conveyed under the NHLPA. Applicants should contact Allan Bauder of the New York State Office of General Services (contact information attached) to acquire an easement to occupy and use the underwater land.
Any eligible entity with an interest in acquiring the described property for a use consistent with the purposes stated above should submit a letter of interest to the address listed below within 60 (sixty) days from the date of this Notice, or July 29, 2006.

Eligible entities that submit a written letter of interest will be sent an application from the United States Department of the Interior, National Park Service (NPS) and given an opportunity to inspect the property. Building inspectors and/or contractors may accompany the applicant on the inspection. The completed application must be submitted to the Dept. of Interior within 90 days after the site inspection.
The Dept. of Interior will review the applications and may select a steward to receive the property. The General Services Administration (GSA) will complete the conveyance to the selected steward with a Quitclaim Deed.
